FCSA: Leading the Charge for Compliance in the
Payroll Intermediary Sector
Introduction to FCSA
Freelancer and Contractor Services Association (FCSA) is the UK’s leading membership body for Umbrella Companies, contractor accountancy firms, and CIS/self-employed payroll providers. As a not-for-profit organisation, we are dedicated to raising standards of compliance, transparency, and accountability across the payroll intermediary sector. Established in 2008, FCSA’s primary mission is to protect businesses, contractors, and the supply chain by ensuring that all Members uphold the highest levels of ethical and legal compliance through our rigorous Code of Compliance, publicly available online and updated regularly.
Our Mission & History
FCSA was established to enhance standards in the freelance and contractor workforce by advocating for compliance and ethical business practices. As the only non-profit organisation focused on compliance standards in this field, our mission prioritises the well-being of the industry over profit. We collaborate with HMRC, policymakers, and recruitment agencies to shape policy, combat non-compliance, and promote best practices that safeguard the sector and its members. Our certifications are recognised by government bodies and recruitment firms, serving as a reliable benchmark for compliance and ensuring that all stakeholders can trust the services offered by accredited members.
What We Offer

accountancy service providers. It ensures our members maintain the highest levels of legal
and regulatory compliance. - FCSA Academy

- Due Diligence Hub: Our secure platform simplifies and enhances due diligence between
recruiters and umbrella companies, making compliance easier for all parties involved. - Lobbying & Advocacy: we advocate for fair, transparent legislation that protects the rights
